Our reconnaissance satellites have recorded location data across multiple frequency bands. Unfortunately one of the data points is missing, but we hope you can recover the missing information and find the target city.

Each row contains two answers, entered from left to right. The two row answers will completely fill each row, except for the middle rows, which has two six-letter words separated by the central black square. Each of the white or shaded bands contains a sequence of answers entered one after another, beginning in the upper left and proceeding clockwise. The Band clues are grouped by band, and labeled with the letter corresponding to the band in the grid. The Row clues are paired up by row, but you must determine the row of the grid that each pair occupies. When you are finished, each letter will be used in one Row entry and one Band entry...
